+1, it's atypical to find forged dropouts on hi-tensile forks during this era. Also, a CrMo fork is likely to have have alpha-numeric date code on the steerer tube. The crankest dates to May 1974 and Cyclone came out in 1975, so it's probably a 1975 model. Given the apparent 3 model year difference, it could be a different tubeset but it's pretty easy to verify if it is Ishiwata 022 Speed Gallant, as the typical post size was 27.2mm.
