Amen to both, but to that I would add, let the legal limit be what is "reasonable and prudent" under ideal conditions, with a competent vehicle; and enforcement of reckless/dangerous driving infractions, regardless of speed, when conditions are less than ideal, or vehicle is less than competent (to say nothing of the driver).
