I think that where you mount it and the direction the camera faces would depend on what your intended purpose is. It hasn't actually been specified, exactly. Mainly for deterrence, as visible as possible from behind. On the helmet, or sticking out obviously from the seat post or rack. Evidence in case of an incident, somewhere unobtrusive where you can set it up and forget. I'd think in front, with the idea of recording an event as you experienced it. Youtube videos for entertainment or if you have any kind of agenda, it needs to be where you can easily reach and control so on the hand, helmet or handlebars most likely. And so on, for the other purposes.
