One doesn't see Terrots very frequently, old traditional maker of bikes in France many years ago or so, LA license on it from decades ago. Looks like a fun project at not too high of a price. It looks like a cotterless crank, maybe not that old.
I think that is a shadow on the downtube, in ways, it almost looks like a ding or something.
Albany, and not Corvallis
Corvallis is just about within my range. Albany is just out of my range.
I think those are rusty steel cranks, and I think I can see cotters. They may have an aluminum alloy spider.
Anyway, an interesting bike, but I think I'd need a few more details. Tubing marks? Weight? Whole pile of detailed photos.
