Albany, and not Corvallis

Corvallis is just about within my range. Albany is just out of my range.

I think those are rusty steel cranks, and I think I can see cotters. They may have an aluminum alloy spider.

Anyway, an interesting bike, but I think I'd need a few more details. Tubing marks? Weight? Whole pile of detailed photos.
