Frame mounted adjusters are universal as far as the component group goes, since they are simply inline with the cable.

However they have to match what the frame wants. If the frame has lever bosses, then the bolt-on adjuster/stop adaptor made to fit the bosses is needed, withe Shimano or Campy. If the frame has braze on cable stops, then the adjuster choice, or even if any will fir depends on the details of the boss, some are threaded, some are not.
