If you have the bolt, but it doesn't reach anything, then pull the stem out, then figure out what type of wedge it uses (a few different types, wedge shaped, or internal expansion wedges).

Look for the wedge down in your steer tube.

It may fall out if you turn the bike upside down, or probe around with a coat hanger.

You can also verify the bolt would be long enough to reach the wedge.
