The frame showed no signs of damage, so it was just how it was built for some reason. I'm hoping they can shed some light on the situation.
How do people feel about cold pressing? The shop I'm using specialized in vintage restorations so they use a local frame builder frequently to replace tubes and repaint bikes. He can cold press it, no problem, and make sure it's aligned.
I've stuck 130mm wheels into 126mm steel frame with no issues and no cold setting. Many people do that with no problem. Like someone else said you may just be able to use your wheel as is. Steel should bend 2.5mm on each side
