I think the coffee mug holders are great for cruisers.
Based on some recent-ish wind tunnel tests, handlebar bags are one of the most aerodynamic ways to carry gear on the bike, at least from the front. They are inline with your body, whereas a pannier adds a source of wind resistance in a place where one wasn't before.
