I have been to Lawrence a few times and lived in the Kansas City area for several years. The cycling scene is okay and you will probably adjust to the area, depending on what you are used to and what you like. I found it rather boring, so I moved to Colorado. Decent restaurants, nice town, okay cycling scene, Kansas City isn't too far, but it still is Kansas. Keep in mind that I love the mountains and mountain scenery. I love trails and love mountain biking and offroading too, so Colorado is more my style.
