I have a '84 Univega Gran Tourismo (canti brakes) that easily takes fenders and 27x1-1/4 Pasela TG tires.
Some of the late '70s 'sport tourers' work well. My old '75 Fuji S-10S works with fenders and 27x1-1/4 tires, and so would a later '70s Fuji America. Both have long-ish chainstays.
