I would suggest checking the shifter function by slackening the shift wire (shift normally to the big ring, then shift to the smallest one without pedaling) then work the shifter while putting some tension on the wire to be certain that the shifter is taking up and paying out the cable properly. If it does your problem lies elsewhere.
