Gravel riding around here means fire roads up the side of Appalachian ridges, which means putting your feet on the ground is important! For that reason, I'd go with MTB shoes with nice tread and SPD cleats/pedals.
I'd echo those who recommended the often-$25 PD-M520s, they're really great pedals.
