Can't speak to the 9-spd Tiagra group, but can to the 10-spd. Upgraded to 6800 brakes and front der on my couple/three year old Synapse and both were quite big improvements. If you really do need to piecemeal this, OP, that's where I'd start. I'd also suggest buy the/those parts new.
