For a small touring bike, 26 inch wheels are a better choice. I'd take a look at the surly long haul trucker which comes in a 26 inch version. The soma saga also comes with 26 inch wheels in smaller sizes.
Soma Saga is a very nice frame available in small sizes with 26" wheels. Another thought, mixte frame, is the Soma Buena Vista in a 650B build. Not sure of international availability, though...
