Either can be prohibitive. But I prefer to stay dry here in Montana as the weather can change fast. I can ride all day in either light wind or rain.. but never in a downpour unless I really have to be somewhere. Heavy winds have never stopped me.. unless they reach over 50mph. That can get a bit sketchy when it gusts sideways and pushes you. Plus all the sh%t it carries with it smacking you in the face.
