From what I understand the rims between 700 and 29 are the same. So I would use 25/28c tires on this wheeset. Then I would get 35c CX tires for the stock wheelset, giving me two wheelsets to fast swap.

That rim has an internal width of 21mm. According to the current ETRTO chart (found here:
Tire Dimensions | Schwalbe North America) the smallest tire you should use is 35mm. While to chart may be a little conservative, 25mm may be pushing it.
