I've only spent a little time in Philly, but it was always with my bike and the weather was always nasty rain or thick snow. A lot of roads weere pretty gnarly too. I don't feel that if I lived there and had just one bike, that it would be a narrow tire road bike. Some sort of cruiser, hybrid or converted mountain bike. With mudguards and waterproof bags.
