For whatever reason Shimano doesn't make FDs that fit a 28.6mm seat tube any more.
They have been using the plastic shims for years, as there are now 3 main seattube sizes, and it's got to be far cheaper/easier to use one SKU to cover all, rather than 3. (in addition to Braze-on)
