I am inclined to agree with you noglider. So I removed the tape and touched up the paint around the brake bridge (

Now I've taken all the frame attachments and applied cotton tape to them (sticky side to metal), trimmed the edges and smeared on a liberal coating of grease:
(this is often done with contact adhesive but it could stick to the paint)
This should keep moisture away from the paint, and both noglider and me happy.
