It 100% has not been refinished. The paint and decals are definitely original. It could possibly be the 1931 Record Light Roadster, with RRA forks, headset, stem and bars added? But that 31 model still has different decals to mine. That one says "Raleigh" on the seat post tube not "Club". This seems to be a real mystery model!
