If you're small, have you tried looking at used Japanese race bikes? As long as you don't get one with a huge dent, you'll be good. Only limiting factor is you'll need the front fork drilled for a brake or run an adapter. Also the front forks can only squeeze in 25mm tires.

Just make sure to look at the top tube number too since that's more important. Don't want a 55 top tube 50 seat tube if you're small.
Also be sure to get one with a standard 120mm rear axle to make things easier since that's the standard.
