Bumping this with an update.
At the recommendation of a lot of people, I took my frame to Joe Bell down in San Diego to have it cold set and properly aligned. I found out there that also my front fork wasn't spaced properly. It was 105mm instead of the standard 100mm. So I had a 135mm rear spacing and 105mm front spacing. Frame builder must've been hitting the vino too hard that day. De Rosa never returned any of my emails or any of the dealer's emails, so I'm going to send them one last email about this and then it's over.
