An easy gauge to figure what you might get used for a certain price is to ask: what might one have been able to get a couple of years ago new for twice that amount? Raleigh and Trek are solid brands, but their entry level road bikes start at more like $900-1000 CAD, so unless you willing to put a bit of work into fixing it up, it probably won't be easy to find anything from them in your $400 CAD budget.
