I've always assumed those are leather around a rubber/plastic core.
If that is the case, the general, non-destructive removal methods of prying, injecting water/lube etc etc should work.
In a modern assembly line, hand stitching those in place would be punishingly time consuming.

Or sacrifice the stem. Cut the bar clamp open. Replace with stem with removeable faceplate.
