Yes, and a good trick to gain strength when riding with slower riders. Shift the bike up and ride it at that lower speed in a taller gear.
For me, the focus is cardio fitness, I have leg strength to go all day, so the big gear trick doesn't focus on the area that I need to work on. For the last few weeks: while riding with my wife on her road bike, I ride my fatbike ... and I ride off the shoulder in the dirt and weeds. This allows me to get my heart rate up in a way I don't get when riding a road bike beside her. WHOA... but that's a 'heavy' bike making me 'work harder'.
(Yes, rolling resistance with 4" tires is a bigger factor than the weight of a Pugsley)
