A shorter crank arm won't compensate for one leg being shorter than the other. You need a lift in your shoe or on your pedal. TA used to make special pedals for this, but they were eye-wateringly expensive even back then and virtually impossible to find now. If you're using clipless pedals, you'll need the lift and probably a cobbler to modify your shoe for you. If you're using platform pedals, a simple pedal block should work.
First of all I want to thank all who have replied until now. Not sure why I haven't been notified of responses by email because I have never had a problem with my prior threads.

I have also been talking with a guy named Jayson from GravelCyclist.com who had many great suggestions regarding a cx/gravel bike build I am starting but more to the point a Speedplay pedal to try. After checking out some youtube videos I found that I will be able to shim the mounting blocks that come with the Speedpaly pedals. That coupled with my cobbler adding a "sole lift" to my bike shoe will easily make up for my short left leg. That's not to say I won't still have to use a custom crank but I will know for sure after I get PROPERLY fitted which is something I cannot recommend enough to be the FIRST THING TO DO when considering buying or building a new bike.
