Terry Bicycles has made a nitch for itself designing bikes to fit short women. They have some unusual features. They are short, short, short from front to back. The reach from the seat to the handlebars is way shorter than any other bike that I'm aware of. Many people are put off by having two different sized wheels for the smaller sizes. On the other hand, the women who own them tend to absolutely love them. I've never had a serious buyer test ride a Terry bike and not buy it. I don't know about Hawaii but in the lower 48 states Terry will ship a bike to virtually any LBS for you to test ride and pay the shipping both ways if you don't buy it. Try getting a deal like that from Trek or Specialized.
Several other bike manufacturers produce "women's specific design" bikes or "short top tube" bikes. Most of them come with 650c wheels in the smaller sizes. There's no substitute for a test ride particularly for a new rider who doesn't know what size they need.
