Indeed, none of our customers who ordered the P-10/15 touring P-mounts in that era equipped "extension levers" on their build sheet.
Well seasoned club riders with the $$$$ to acquire the finest gentleman's long distance machine available used the build sheet wisely and had the bike properly equipped without Twinn-Stik stem shifters as well.

All the catalogs show the brake levers with the turkey wing lever
Feel free to forgo the extension levers, we never sold one of so equipped for our P-mount customers, even the Period Correct Police will approve.

Or go Full-on Catalog, suit yourself.
