I still don't know the name of the manufacturer but it appears that there was a single Japanese source for all the Piaggio era Bianchi, based on the serial numbers in my database. Still, I wouldn't be surprised if there was the occasional offloaded order or maybe they had to source some forks from Bridgestone, due to materials shortages.
After sleeping on it I remembered where I saw this. It was at a jumble sale held after Bianchi USA's move from South San Francisco, California across the bay to Hayward. There was a small batch of flotsam and jetsam I was invited to peruse in about 1986. That's where I saw the marking.
