Asking around the local shops and mountain bikers, the consensus is that the DRY lube needs to be applied before every ride. And for mountain bikers that's roughly every 10-50 miles or so. Admittedly, I do live in an arid area where it's quite dusty in the summer. The teflon is SUPPOSED to flake off. That's how it stays clean.
I use the EPIC lube for all of my "fast bikes." (Mountain bikes, road bikes.) I use the WET lube for my commuters in the spring and winter when the chain gets wet, or if I'm going on a particularity muddy mountain ride, which doesn't really ever happen because it tears up the trails.
I've found that most lubes work about the same. They all require maintenance. You're not going to find a lube that lasts hundreds of miles unless you ride in perfectly non dusty, dry conditions. I lube my bikes' chains when they need it. If you quickly wipe your chain off after each ride I've found that that the chain stays clean and quiet a hell of a lot longer.
White Lighting did not work for me on a 4200 miles tour. It seemed to dry out real quick.
