Cars can cross the tracks, but lanes must be made so that cars can drive straight in their lane and the tram will go over the top of them. And, for the most part vehicles will be height restricted.

It sounds like one could build the exact same thing with an elevated railway, like they have in parts of NYC and Brooklyn. One might be able to build it with two independent tracks with the tram running between them. An earthquake would be scary, but perhaps it could clamp to the rails, or have adequate overhang to not jump off. One would have support structures, but otherwise no impingement on the traffic lanes.
But that's the whole idea... To NOT to have to build anything, and have two separate vehicles occupy the same space on the same road... And IMO it could work, if all the vehicles were run by a computer, but not any other way... People driving would always manage to F' things up...
