This is another pet peeve in the same category as poorly finished seat clusters that should never overly score a seatpost. Dropout screws are fragile at best, the knobs should be secured and then screwed all the way in for shipping or storage to preserve them and not stress the dropout. Dave Moulton sells sets that are a little pricey, but it can't hurt to help him out.
