Yeah, I see some folks like that also. Maybe they are stuck in the "cold spring weather" mentality. I do sometimes wear a baselayer under the jersey in 60F or higher. I guess its a judgement call. One dude had a light jacket, bib tights and shoe covers in this weather. He at least got a good flop sweat going with all that clothing...
