What I did was completely remove the bolt and notched washer (I don't know how to describe it really) then tried to adjust the angle. The nut seems as if it is somehow part of the body of the stem - it did not turn, and cannot be removed.

Am I wrong in thinking the stem looks like it's adjustable? Why is this stem such a mystery!?
