Looks like late '00s or early '10s. Fine bike for the price- around the urban and college towns I live near, it would be hard to find such a bike for under about $200. Looks like it's in fine condition, but that chain and rear cable look a little dry. It's probably just been sitting for quite some time. Might want to pedal it past a bike shop and ask about chain lube.
