Looks like an early to mid 30's. Schwinn would send bikes to stores and the stores would use their own headbadge. This is my 1930's Schwinn with a Lasalle headbadge. All the frames were the same, you could buy it with or without a tank.
Right; the same frame was used on the "Men's Standard (Equipped)" which included a tank.
