Your best bet is to:

A) try craigslist and bring a buddy that's knowledgeable when checking out the bikes.
B) try a local bike shop and see if they have a trade in.

$400 is enough to pick up someone's 2 year old first bike when they realized they loved riding and decided to upgrade, no doubt about it. The deals are out there, you just have to find them.
