Okay, I see. What you need to do is shift to the small chainring. The cable is likely very slack. Once you have it in the small ring loosen the cable bolt and take up the extra slack in the cable. Easier to do this with a second pair of hands--one does the pulling, the other tightens. Oh, put the barrel adjusters all the way to slack as wellong before tightening the bolt. Once this is done, do the adjustment again. This should work.
