Essentially all the major manufactures (Specialized, Trek, Cannondale, Giant) have entry level road bikes at just under $1000. He should try them all out and see what he prefers.
The benefit of buying one of these is that he may get good LBS support and have decent resale value if he doesn't like biking.
If he wants something well under $1000 then he can get a mail order version of a similar bike without the LBS support and not so good resale value.
