There are dozens or even hundreds of options at $1000 or less if you include used bikes so it's impossible for someone to suggest something with that criteria. Go to LBS. Since OP and bike purchaser know very little about road bikes it will be worth using LBS to get buyer on the right bike for their skill level, fitness level, flexibility, riding style etc as well as ensuring the correct fit.
