Unfortunately, the law and practicality do not agree with you. Should the bus system be responsible for storing left goods in perpetuity, in the hopes that someone returns someday? Or, is it far better to put a reasonable time limit on it, and after that point assume the person is not returning for their items? I'd be willing to bet if you looked it up, wherever you live has a whole section on their legal books dealing with abandoned property, time limits, etc.
