My sense is its starts at home, the upbringing. If you instill in kids that sitting around playing video game and TV watching TV is not an acceptable hobby, that smartphones aren't at all smart, but in contrast promote athletics, team sports, running, hiking, etc. and you set the example by your own behaviors-- I suspect you will have very outdoorsy kids that are not so risk adverse.
If we surround kids with expensive crap and experiences that makes them stupid, then they will be stupid adults, i.e. dulled, slow of mind, uninteresting, lack of interest, acting intelligently or carelessly. For them, body armor makes sense.
Then again, I think usage of our state parks is doing fine, I think some parents have got the message. Hopefully, their experience isn't limited to air conditioned SUVs and luxury lodges.
