Trek 700 front brake post broke off of the fork

My daughters 1990's (approximate) Trek 700 17" woman's model has a problem that I'm trying to figure out if it's fixable. The front brake connection was broken off of the fork. After removing the brake components from the fork I found one of the studs that the brakes mount to broken off even with the fork. The other side has a metal lug connected to the frame that sticks out about 1 to 1 1/2 inches and the brake cantilever slides onto this and screws into it. Is this a replaceable part even? If so does it unscrew? The problem is that it broke flush with the fork where it attaches (I assume it's screwed in) and the only way I can imagine removing it would be to tap it out somehow.
