While I think you are correct I am sure you could get them to do most anything with those frames. I am sure once the started the process and know you are looking for a touring bike they could build quite a nice one with everything you might want or need. Most companies or people at that level of work could pretty much build any sort of bike. Though some do specialize in certain frames and have more knowledge towards those ends.
Yes... I think they realized the differences weren't great, and they are trying to hone in on just the basics of frame style. You can still ask for all the bells and whistle options to accommodate racks and such as well as how many water bottle holders. I'd say IF can build any type of bike that was wanted or needed. That said, I'm pretty happy I got one of the last Independences! I like the name and it suits the idea of having a touring bike!
