If you pile up all the equipment you will need and then put it in a rectangular carton, you can measure how much of the carton was used and order panniers that size. Use a handlebar bag for a bit more carrying capacity if there is a bit of overflow. The handlebar bag is also handy for snacks, maps or whatever you'd like ready access to.
