I'm not sure the effect is quite as dramatic as you make it out. Take for example a Trek Pilot 5.2 WSD with 700c wheels has a seat angle of 74.5 in a 47 cm frame, 74.3 in a 50cm frame, and 74 in in 54cm frame.
Conversely a Trek 1500 WSD with 650c wheels has a 75 degree seat angle in a 47, and 74 in both the 51cm frame and the 54 cm frame.

So I would add a slight addendum to my previous post if you can find a 700c bike that fits, and is comfortable for you, there are reasons to prefer the 700c.

FWIW, my daughter rides a Trek 1500 WSD 47cm with 650 wheels, 75 degree seat tube, and she's never complained about her weight being to far forward or sketchy handling.
