It sounds to me like it isn't 27.2 - at least not at that end of the tube. Always a possibility that the wrong end got brazed to the bottom bracket, and you have thicker tubing at the post end. I'm not sure of the advisability of honing (I make no pretense of being a frame builder), but I'd be inclined to try the narrower seatpost.
