I was talking about older steel bikes but it applies to new ones as well. Many modern steel tubesets can be lighter and stiffer than the old ones though, both because the alloys/tempering have improved and because they are OS.

In fact it applies to all bikes. Carbon fiber dominates now because it has the highest stiffness/weight ratio of any reasonable material.
