More rim tape is a stupid idea. Did you read the Velocity page on the A23 where they say it's necessary to use very thin tape and just dismiss it like you did my tip to make sure the beads were to the side of the valve, or like you did my earlier caution that not all beads stay seated when deflated?

If you really "can't think of anything" you might be doing wrong, all I can say is good luck.
