It depends on the particular pump. Some can reach 90-100 PSI with reasonable effort and some can't.

If your pumps can't do 100 PSI, then it sounds like you've got a reasonable plan. A 16g CO2 cartridge will get a 23-25 mm tire up to (or even over) 100 PSI.
